Supply, Installation and Implementation of a Core Banking Application

1.      This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issued in 16 April 2014

2.      The Ministry of Finance and Economic Planning has received a grant from the African Development Bank towards the cost of Public Financial Management and Macroeconomic Capacity Building Project, and it intends to apply part of the proceeds of this grant to payments under the contract for Supply, Installation and Implementation of computerized Core Banking Application.

3.         The Ministry of Finance and Economic Planning serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply, installation, implementation (through business requirements specifications, customization, parameterization, training and provision of preventive and remedial maintenance), and commissioning of a Central Bank computerized Core Banking Application. The required application is a computerized high performance secured, web-based, built on modern technologies, supporting virtualization, easy to use and operate multi-currency and multi-lingual (Arabic & English) Core Banking Application for Central Bank of Sudan (CBoS).  The Core Banking Application will facilitate the establishment of banking accounts and transactions, processing of finance deals and investment transactions in Money Markets and Investment portfolios & Funds based on Islamic Sharia laws. The system will serve governmental and other institutions, provide a Treasury Single Account (TSA) for the Ministry of Finance and Economic Planning, allows customers to deal with CBOS remotely and provides CBOS with timely information and reporting. The system will be hosted at CBOS Main datacenter and Disaster Recovery Center.

5.      Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the African Development Bank’s Rules and Procedures May 2008 Edition, Revised July 2012 and is open to all Bidders from eligible source countries. 

6.      Interested eligible Bidders may obtain further information from Public Financial Management and Macroeconomic Capacity Building Project and inspect the bidding documents at the address given below from 09:00 am to 03:00 pm.

7.      A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of SDG 2,000 (equivalent to USD 300). The method of payment will be direct deposit to a specified bank and account number.

8.      Bids must be delivered to the address below at or before 02:00 pm (Sudan local time) 20 November 2017. All bids must be accompanied by a bid security of USD 85,000 (United States Dollars Eighty Five Thousand only). Late bids will be rejected.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 02:15 pm (Sudan local time) 20 November 2017.

9.      The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that (i) all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future procurements.
