Tender Announcement for the National Instant Payment System (NIPS) Project

Central Bank of Sudan announces a public tender to specialized and qualified companies in the field of development and implementation of financial technologies and payment system solutions to execute the National Instant Payment System (NIPS) project.

First: General Conditions for Application:

Applicants for the tender must meet the following requirements:

  1. Initial Guarantee: Initial guarantee of (2%) of the total tender value (cheque, bank guarantee letter, or guarantee letter issued by an insurance company) in favor of Central Bank of Sudan, issued only by Sudanese financial institutions, to be completed to 10% for the awarded tender as a performance guarantee, (personal cheques or cash are not accepted).
  2. legal Required documents:
    1. Commercial registration certificate.
    2. For Local Companies valid ORNIC (Form 7), for foreign companies a list of shareholders issued on or after 01/01/2025.
    3. Tax clearance certificate.
    4. Zakat clearance certificate for local companies.
  3. Company profile:
    1. Company profile, CVs including technical and administrative staff, client reference list for similar projects executed related to the tender project, with contact information.
    2. The company's latest audited financial statements.
  4. Partner Companies: The number of allied companies or consortium submitting a single bid must not exceed three companies, each company in the alliance must be concerned with and specialized in providing a software solution for one of the system components. The conditions in 2 and 3 above apply to all consortium companies.
  5. Qualified companies must send the original of all the documents mentioned above, or their equivalents, within a maximum of 15 days from the date of qualification notification in a sealed envelope to the address of Central Bank of Sudan (Central Bank of Sudan Branch – Omdurman – General Administration of Payment Systems). Foreign companies must have their documents authenticated by the Chamber of Commerce and the Ministry of Foreign Affairs and certified by the Embassy of the Republic of Sudan in the country of origin
  6. Scope of the tender and product review:
    1. The scope of the tender is limited to providing software solutions, as the Central Bank of Sudan will provide the hardware according to the technical specifications recommended by the winning company in its offer.
    2. The company is committed to providing a live demo of the system, or proof of concept of the system, whenever requested to do so.

Secondly: Tender Submission Requirements:

  1. Companies wishing to apply may obtain the tender documents and project specifications by clicking the link (https://cbos.gov.sd/ar/node/24595) .
  2. Bids (technical and financial) and all required documents must be sent to the designated email address (NIPS.Tender@cbos.gov.sd) during the period from August 16, 2026, to September 6, 2026, no later than 11:59 PM Sudan time. The subject title of the email must be: ‘Tender for the National Instant Payment System Project’.
  3. All documents mentioned in paragraph (2) above must be sent without encryption or passwords.
  4. The process of sorting and qualifying applicants depends only on the bids and copies of all documents sent to the approved email above, documents submitted otherwise are not considered, except for the original document of the Initial Guarantee, which must be delivered in a sealed envelope to the Central Bank of Sudan address (Central Bank of Sudan Branch – Omdurman – General Administration of Payment Systems) within the period mentioned in paragraph 2 above, provided that a copy of it is sent along with the documents submitted via the tender email.
  5.  Each participant must use a single official email address linked to the company’s domain when submitting bids or making enquiries. The use of public email services (such as Gmail, Hotmail or similar) is prohibited, bids and enquiries that do not comply with this condition will be excluded.
  6. The committee will send a confirmation message acknowledging receipt of the bid within a maximum of 12 hours from the time of submission.
  7. If no confirmation message is received within the aforementioned period, the bidder must contact immediately via the email address specified in paragraph (9) below to ensure the bid has been received by the specified deadline.
  8. Bids submitted or sent after the deadline specified above will not be considered.

  10. The above bid terms override any condition mentioned in the RFP document.
  11. Central Bank of Sudan is not obliged to accept the lowest bid or any other bid.
